About the Leader
Donatille Mukabalisa is a Rwandan lawyer, diplomat, and senior politician who has played a central role in her country’s legislative life. She is best known for serving as Speaker of the Chamber of Deputies of the Parliament of Rwanda, a position in which she has been a leading figure in Rwanda’s post-genocide institutional reconstruction and democratic governance.
Born in Rwanda, Mukabalisa pursued law and public administration, building a solid foundation for a career focused on justice, human rights, and public service.
Before entering politics, she worked with international organizations—including the United Nations—gaining experience in human rights, governance, and development issues. Her work during this period shaped her reputation as a committed advocate for institutional stability and the rule of law.
In the early 2000s, she became active in Rwanda’s political renewal process and later joined the Liberal Party of Rwanda, one of the allied parties in the governing coalition.
She was elected Member of Parliament and subsequently rose to one of the highest offices in the legislative branch. As Speaker of the Chamber of Deputies, Mukabalisa has focused on: strengthening parliamentary capacity, promoting gender equality and women’s political participation, supporting accountability and transparency reforms, reinforcing Rwanda’s legislative role in regional and continental bodies.
