
Dr. Hakima El Haite is Chair of the Board of Trustees of the African Democratic Alliance for Freedom and Progress (ADAFP), and one of Africa’s most prominent leaders in climate policy, international governance, and liberal political cooperation.
A Moroccan climate scientist, entrepreneur, and former government minister, Dr. El Haite served as Minister Delegate in charge of the Environment from 2013 to 2017. During her tenure, she led major national reforms in environmental policy, sustainable development, and climate resilience, positioning Morocco as a key actor in global climate action.
She played a central role on the international stage as Vice President of COP21 in Paris, which resulted in the historic Paris Climate Agreement, and later as High-Level Climate Champion of COP22 in Marrakech. In these roles, she worked to bridge governments, the private sector, and civil society, advancing global commitments to climate action and sustainable development.
From 2018 to 2024, Dr. El Haite served as President of Liberal International, becoming the first non-European to lead the global federation of liberal political parties. Her presidency marked a significant expansion of the organization’s global reach, with a strong emphasis on Africa, youth engagement, gender equality, and the defense of democratic values worldwide.
In addition to her political and diplomatic roles, Dr. El Haite is an accomplished entrepreneur and expert in environmental engineering and sustainable development. She has led major projects in waste management, environmental services, and green innovation, contributing to both economic development and ecological sustainability.
Throughout her career, she has been a strong advocate for climate justice, democratic governance, and inclusive development. She has also been actively engaged in international forums, contributing to policy dialogue on climate change, governance, and global cooperation.
As Chair of the Board of Trustees of ADAFP, Dr. El Haite provides strategic leadership, institutional guidance, and international credibility to the Alliance. Her experience at the intersection of politics, sustainability, and global governance supports ADAFP’s mission to promote democracy, freedom, and sustainable development across Africa.
